California’s early primary voting numbers are showing a noticeable shift compared to the last governor’s election. New data shows Republicans are returning ballots at a much higher rate than they did in 2022, while Democratic participation has dropped. So far, most ballots have come from older voters, especially those 65 and up. Younger Californians between 18 and 34 years old are  still turning out at relatively low levels heading into the June 2 primary.
