California says its cannabis industry is finally stabilizing, but that’s not the full picture everywhere. The California Department of Cannabis Control is ending provisional licenses, pointing to thousands of active permits statewide. But in Humboldt County, once the heart of cannabis production, the numbers show a downturn instead of growth. Hundreds of growers are struggling with debt, operations have shut down, and new interest in the market has slowed way down.
