There could be a new twist in the debate over the future of the Scot and Cape Horn Dams along the Eel River. The San Francisco Chronicle reports that the Trump administration is studying a proposal that would have the Elsinore Valley Municipal Water District in Southern California buy and continue to operate the dams. That would run against plans by PG&E to remove the dams as part of its decommissioning of the Potter Valley Hydro project. There’s a negative reaction from local stakeholders. They question why a water utility hundreds of miles away would want to invest in aging and money-losing infrastructure.
