Court officials say the initiative is a response to a significant drop in jury participation, which has led to postponed trials and an inability to find enough jurors. 87 individuals have been ordered to appear for these hearings to explain their failure to comply. While the court says its goal is to encourage citizens to fulfill their civic duty—not to collect fines—there are consequences for further non-compliance.
