Budget troubles and leadership changes are front and center this week for the Northshore Fire Protection District in Lucerne. The district board is set to review a leaner $4.7 million spending plan for the coming year, a sharp drop from the current budget as officials warn more financial challenges are ahead. Leaders are even discussing another possible ballot measure next year to keep the district from running out of money down the road. At the same meeting, Battalion Chief Matthew Donnelly is expected to be promoted to fire chief while former Chief Shannon Banks returns to a battalion chief role.
