Work has started on a new apartment project in Clearlake that the city says will mean more affordable housing. The Valley Vista Apartments will include 80 units, with 20 reserved for families with intellectual or developmental disabilities. Mayor Dirk Slooten says it is more than just housing. He expects it to provide stability and opportunity, with a way to keep families living in the city. The city is working with Chelsea Development on the project, which has been on the drawing board for years.
