
An investigation into human trafficking is continuing in Mendocino County after deputies rescued a victim from what officials describe as “deplorable and inhumane” conditions. The Mendocino County Sheriff’s Office says that the investigation started with an illegal cannabis cultivation site in the Navarro area. According to investigators, one adult victim was found on the property, claiming they had been held against their will and forced to work for approximately two years without pay or sufficient food. The victim reportedly told deputies that the suspect, Jesse Upton of Boonville, used force, fear, and physical abuse—including assaults with weapons—to prevent them from leaving. Investigators also say there was a lack of necessities at the site. During the service of a search warrant, deputies seized 300+ cannabis plants. 600 pounds of processed cannabis intended for illegal sale, and A butane honey-oil laboratory with over 240 gallons of butane. Beyond the criminal activity, officials are sounding the alarm on significant environmental degradation. Investigators found hazardous runoff—including fuel, oil, and chemical fertilizers—threatening to contaminate Flynn Creek, a vital tributary of the Navarro River watershed. The victim is currently receiving specialized assistance through the Northern California Coalition to Safeguard Communities (NCCSC). Jesse Upton faces a long list of felony charges, including Human trafficking for forced labor, assault with a deadly weapon. Manufacturing a controlled substance.
