Lowrider culture could soon get its own specialty license plate in California. Lawmakers are looking at designs that highlight the history and impact of lowriders across the state. The money raised would go toward programs that help preserve that culture. But it only moves forward if at least 7,500 people sign up for the plates. The proposal is set to be discussed today in Sacramento.
