Newly released documents show California state agencies weren’t ready for a full return to the office when the governor ordered it. Records from last spring indicate several departments were short thousands of workstations needed to bring employees back. Some agencies reported they couldn’t house all workers four days a week by the July deadline. Governor Gavin Newsom originally issued the return-to-office order in March, then pushed it back to July after talks with state worker unions.
