California is giving first-time buyers another shot at help with a down payment as a state housing program reopens. The Dream For All Program targets first-generation buyers who have solid credit and reliable jobs. Qualified applicants can receive as much as 20 percent toward a home purchase, up to $150,000, which is repaid when the home is eventually sold. The state says hundreds of millions of dollars are available this year after demand far outpaced supply in the previous round.
