A Northern California lawmaker is stepping forward to carry on the legacy of a fallen mentor. James Gallagher says he will run in a special election to fill the congressional seat left open after the death of Doug LaMalfa. Gallagher says the decision came after prayer, reflection, and conversations with LaMalfa’s family. If he wins, Gallagher would give up his Assembly seat, setting off another special election later this year.
