The Clearlake City Council will undoubtedly discuss the spill at its next meeting, but there are other items on its agenda as well. The Council will take up a contract with Clearlake Animal Association to handle animal control and care services. Last summer, the city ended its deal with North Bay Animal Services, and when they put the contract up for bid, Clearlake Animal was the only group that applied. City officials have been reviewing that $ 375,000 bid for the past few weeks and will present their findings to the council. The meeting is at 6 p.m. Thursday, Jan. 15, in the council
