What first looked like a permit slowdown is now being called a deeper budget problem inside Lake County government. The issue came to light after the department needed an emergency loan to cover payroll just months into the fiscal year. County supervisors are expected to get more answers this week as staff outline what went wrong and how it will be fixed.
